Narrative:
When I departed lns it was 3 mi visibility and the winds aloft were 29 KTS from the northwest. I climbed to 4500 ft and it took me close to 20 mins to cross the susquehanna river. Hoping the winds would be better, I descended to 3000 ft AGL. I proceeded on course until I passed over gettysburg (W05). At this point I began to get windshear with 500-1000 ft drops. As I was passing over the mountain range, I was trying to avoid the heavier cloud banks and keep to the north of the P40 area. Apparently, due to the wind and my disorientation from not being familiar with the area, I was blown south into the P40 area. When I came out of the range over the town of smithsburg, I began to wonder if I had crossed into the P40 area, but assumed that I didn't due to the fact that I was on the hgr tower frequency the whole time and never heard anything. The only thing that I feel I should have done differently was contact ZDC and ask for flight following. They would have warned me off and I would not have crossed into the airspace.
