Narrative:
If certain information is correct, that our aircraft radar control panel '0' tilt index is not the true level tilt index, then to improve our radar usage we should document the zero tilt calibration reference on all our aircraft. We can keep a placard in the front of the log which reads 'radar zero tilt is X degrees.' initial calibration could be documented by a trained technician. Maintenance manuals can be modified to require reinserting a blank calibration placard when any adjustment to radar hardware occurs. Crews might be able to send a request to flight standards for aircraft recalibration whenever certain radar reports are entered.
