Narrative:
Took off runway 9R atl, en route to ilm. Flew 095 degrees after takeoff. Climbed to 10000 ft, leveled off, and accelerated to 300 KTS. ATC told the aircraft in front of us to maintain 10000 ft, turn heading 360 degrees. This not a normal procedure. We were soon issued the same instructions. We were told that center would not accept the handoff. He also told us to slow to 250 KIAS. Soon after, TCASII gave us a TA. I selected the traffic screen on my EFIS and observed a target at 1:30 position, 5 mi, 1000 ft below, climbing and closing rapidly. 2 seconds later, TCASII issued an RA 'climb, climb.' I turned off the autoplt and began a +3000 FPM climb as indicated. I did this quickly and definitely higher than normal g-forces were observed. Passing through 11500 ft, ATC said 'I see you are climbing for traffic warning, turn right 090 degrees.' at this time the traffic was at our 3 O'clock position. We said unable due to traffic. He said 'ok, well, when able.' at some time during this exchange, he mentioned that the aircraft was a parachute drop aircraft. This incident was caused by ZTL's sudden inability to take the handoff. WX was cavu, no aircraft were deviating. The only thing I can think of is a computer problem. We were eventually handed off to another sector. We had to stay at 10000 ft for an extended time because neither approach nor the sector above us would take us.

Narrative: TOOK OFF RWY 9R ATL, ENRTE TO ILM. FLEW 095 DEGS AFTER TKOF. CLBED TO 10000 FT, LEVELED OFF, AND ACCELERATED TO 300 KTS.
