Narrative:
Departing runway 5 at norfolk over the chesapeake bay, numerous fish spotters on both sides of the departure path. On the aircraft's right side fish spotters were at 20, 30, 35 and 40 ft within 1 mi of the departure path. Air carrier X asked if I had time for a question about the fish spotter fleet aircraft. He asked if we had any problems with the fish spotter aircraft. I told him not really, we usually told the fish spotters to remain clear of the departure path and they complied. X said 'someone is going to get hurt in that operation.' I asked how his TCASII responded. X said 'my TCASII went ballistic.' I feel it should be noted that the fish spotter activity at norfolk is the same as in previous yrs but we have received more complaints and questions and feedback such as this report in the few weeks of this season that anyone can remember and it appears to be directly attributable to TCASII.

Title: ACR X TCASII TA RA WITH FISH SPOTTER ACFT IN ARSA CLASS C AIRSPACE.
Narrative: DEPARTING RWY 5 AT NORFOLK OVER THE CHESAPEAKE BAY, NUMEROUS FISH SPOTTERS ON BOTH SIDES OF THE DEP PATH. ON THE ACFT'S R SIDE FISH SPOTTERS WERE AT 20, 30, 35 AND 40 FT WITHIN 1 MI OF THE DEP PATH. ACR X ASKED IF I HAD TIME FOR A QUESTION ABOUT THE FISH SPOTTER FLEET ACFT. HE ASKED IF WE HAD ANY PROBS WITH THE FISH SPOTTER ACFT. I TOLD HIM NOT REALLY, WE USUALLY TOLD THE FISH SPOTTERS TO REMAIN CLR OF THE DEP PATH AND THEY COMPLIED. X SAID 'SOMEONE IS GOING TO GET HURT IN THAT OP.' I ASKED HOW HIS TCASII RESPONDED. X SAID 'MY TCASII WENT BALLISTIC.' I FEEL IT SHOULD BE NOTED THAT THE FISH SPOTTER ACTIVITY AT NORFOLK IS THE SAME AS IN PREVIOUS YRS BUT WE HAVE RECEIVED MORE COMPLAINTS AND QUESTIONS AND FEEDBACK SUCH AS THIS RPT IN THE FEW WKS OF THIS SEASON THAT ANYONE CAN REMEMBER AND IT APPEARS TO BE DIRECTLY ATTRIBUTABLE TO TCASII.
