Narrative:
Both engines were firewalled for 30 seconds due to GPWS escape. Flight recorder showed both engines exceeded limits per maintenance manual. Maintenance manual also states 1 engine must be replaced prior to flight. I was instructed to write a bill of work to fly the aircraft to XXX. I did so under protest and told the manager on duty that it was not correct per maintenance manual. Callback conversation with reporter revealed the following information: the reporter stated the engines had exceeded the published limits by a wide margin and if a maintenance ferry were to be considered at least the engines should have been borescoped. The reporter said he advised management of the required inspections per the manual but this recommendation was ignored. The reporter stated instead a high power run was accomplished to the satisfaction of upper maintenance management who then made the decision to maintenance ferry the aircraft. On arrival at the terminating station the engines were immediately removed and replaced. The reporter is employed as a technical specialist with many yrs of experience.

Title: AN MD80 WAS DISPATCHED ON A MAINT FERRY WITH BOTH ENGS THAT HAD OVERSPD AND EGT EXCEEDANCE BEYOND MAX LIMITS FOR 30 SECONDS.
Narrative: BOTH ENGS WERE FIREWALLED FOR 30 SECONDS DUE TO GPWS ESCAPE. FLT RECORDER SHOWED BOTH ENGS EXCEEDED LIMITS PER MAINT MANUAL. MAINT MANUAL ALSO STATES 1 ENG MUST BE REPLACED PRIOR TO FLT. I WAS INSTRUCTED TO WRITE A BILL OF WORK TO FLY THE ACFT TO XXX. I DID SO UNDER PROTEST AND TOLD THE MGR ON DUTY THAT IT WAS NOT CORRECT PER MAINT MANUAL.
