Cpr aircraft Y level at FL350, sbound on J61. Air carrier X nebound at FL370. Controller started air carrier X down to FL280. Controller realized conflict and climbed aircraft X back to FL370. Air carrier X mode C never showed below FL366 but aircraft X didn't report back to FL370 prior to lateral separation being established.
