Narrative:
The first officer's supplemental oxygen mask gauge read 'empty.' the problem was reported by the inbound crew and was fixed by mechanics before takeoff from aus (first leg, flight departed aus XA00 to hou XB15, then lga). During the hou-lga segment, the gauge again read empty. Since this is a 'no-go' item, the captain decided to divert to atl to have oxygen corrected again.
