Narrative:

Aircraft #1 was level at FL350, filed as an IL62/west, aircraft B was an L101/west, climbed to FL340 underneath with no time crossing non radar. After looking at the flight plan of air carrier X, I noticed that he did not enter mnps airspace. I asked the flight if he was rvsm and mnps certified. He replied 'negative' meaning 1000 ft vertical separation was not legal.

Title: LOSS OF SEPARATION OCCURRED WHEN CTLR ALLOWED AN ACR ILU62 AT FL340 NOT RVSM CERTIFIED AND NOT IN MNPS AIRSPACE COME WITHIN 1000 FT OF AN L1011 ACR AT FL350.

Narrative: ACFT #1 WAS LEVEL AT FL350, FILED AS AN IL62/W, ACFT B WAS AN L101/W, CLBED TO FL340 UNDERNEATH WITH NO TIME XING NON RADAR. AFTER LOOKING AT THE FLT PLAN OF ACR X, I NOTICED THAT HE DID NOT ENTER MNPS AIRSPACE. I ASKED THE FLT IF HE WAS RVSM AND MNPS CERTIFIED. HE REPLIED 'NEGATIVE' MEANING 1000 FT VERT SEPARATION WAS NOT LEGAL.
