Narrative:
I was the first crew of the morning to fly an aircraft that had been flown the night before. The crew before me MEL'ed a first officer's seat adjustment and entered it into the deferred discrepancy log. The maintenance controller had been notified of the MEL item and deferral. I checked that we were in the legal time interval for the item, which was 1 flight day. As we were in the legal time interval, and the pilot had signed the deferral, it was my opinion that we were legal to fly. The remarks column stated that we were to make sure that my first officer could comfortably reach all controls, which we complied with. I later discovered that a maintenance action had not been performed as required by the MEL for this discrepancy. The mechanic was to visually inspect the locking pin to make sure it was properly set, but there was no entry by a mechanic to verify this action had been performed. The first officer's seat did appear to be locked into position.

Title: A BEECH 1900D WAS DISPATCHED IN NON COMPLIANCE WITH A FO'S SEAT MALFUNCTION DEFERRED BUT THE REQUIRED SEAT INSPECTION NOT ACCOMPLISHED.
Narrative: I WAS THE FIRST CREW OF THE MORNING TO FLY AN ACFT THAT HAD BEEN FLOWN THE NIGHT BEFORE. THE CREW BEFORE ME MEL'ED A FO'S SEAT ADJUSTMENT AND ENTERED IT INTO THE DEFERRED DISCREPANCY LOG. THE MAINT CTLR HAD BEEN NOTIFIED OF THE MEL ITEM AND DEFERRAL. I CHKED THAT WE WERE IN THE LEGAL TIME INTERVAL FOR THE ITEM, WHICH WAS 1 FLT DAY. AS WE WERE IN THE LEGAL TIME INTERVAL, AND THE PLT HAD SIGNED THE DEFERRAL, IT WAS MY OPINION THAT WE WERE LEGAL TO FLY. THE REMARKS COLUMN STATED THAT WE WERE TO MAKE SURE THAT MY FO COULD COMFORTABLY REACH ALL CTLS, WHICH WE COMPLIED WITH. I LATER DISCOVERED THAT A MAINT ACTION HAD NOT BEEN PERFORMED AS REQUIRED BY THE MEL FOR THIS DISCREPANCY. THE MECH WAS TO VISUALLY INSPECT THE LOCKING PIN TO MAKE SURE IT WAS PROPERLY SET, BUT THERE WAS NO ENTRY BY A MECH TO VERIFY THIS ACTION HAD BEEN PERFORMED. THE FO'S SEAT DID APPEAR TO BE LOCKED INTO POS.
