Narrative:

HS25 inbound to mhr airport states he has AWOS information for mhr-sac. TRACON shows runway 22R closed but mhr airport information declares runway 22L closed. I tell my supervisor that aircraft X says the opposite runway at mhr is closed. Supervisor advised me that airport operations has changed the runway closure but hasn't confirmed when this closure is effective. I tell pilot of aircraft X to use airport information and clear him ILS runway 22L circle runway 22R. Aircraft X goes to unicom. On landing, trucks go on the runway aircraft X is using. Pilot states the ground equipment never called unicom to inform aircraft of their position or intent to use runway. Approach control is not receiving timely runway status information. Ground equipment is untrained in proper procedure to use runway, and there is no ATC tower to oversee the movement of traffic on and near runways at mhr. Mhr needs at tower.

I TELL PLT OF ACFT X TO USE ARPT INFO AND CLR HIM ILS RWY 22L CIRCLE RWY 22R. ACFT X GOES TO UNICOM. ON LNDG, TRUCKS GO ON THE RWY ACFT X IS USING. PLT STATES THE GND EQUIP NEVER CALLED UNICOM TO INFORM ACFT OF THEIR POS OR INTENT TO USE RWY. APCH CTL IS NOT RECEIVING TIMELY RWY STATUS INFO. GND EQUIP IS UNTRAINED IN PROPER PROC TO USE RWY, AND THERE IS NO ATC TWR TO OVERSEE THE MOVEMENT OF TFC ON AND NEAR RWYS AT MHR. MHR NEEDS AT TWR.
