Narrative:
We were cleared for the approach and in contact with tower. Tower cleared us to land and we were completing the before landing checklist. TA audio and message alerted and check of TCASII showed 'hit' below and climbing. Traffic passed quickly behind before we could take action. Tower said at first they had no contact but quickly announced a contact behind us at 1 mi, same altitude. Tower also advised us of an uncontrolled airport along our approach route that often had aircraft depart without contacting anyone. We were 3 mi and 1800 ft MSL before tower confirmed the other aircraft's presence. No other airport is depicted on any of appleton's approach charts, nor on the en route charts. After landing, one of our passenger asked us if we had had TCASII, visual, or radar on the aircraft that flew up under our wing. The passenger stated the aircraft was a cherokee 6 and he could read the n-number, however, he did not volunteer the number to us.
Original NASA ASRS Text
Title: A CL65RJ HAS AN NMAC WITH A VFR DEPARTING PA32 WHILE ON A 3 MI FINAL ON ILS TO RWY 3 AT ATW, WI.
Narrative: WE WERE CLRED FOR THE APCH AND IN CONTACT WITH TWR. TWR CLRED US TO LAND AND WE WERE COMPLETING THE BEFORE LNDG CHKLIST. TA AUDIO AND MESSAGE ALERTED AND CHK OF TCASII SHOWED 'HIT' BELOW AND CLBING. TFC PASSED QUICKLY BEHIND BEFORE WE COULD TAKE ACTION. TWR SAID AT FIRST THEY HAD NO CONTACT BUT QUICKLY ANNOUNCED A CONTACT BEHIND US AT 1 MI, SAME ALT. TWR ALSO ADVISED US OF AN UNCTLED ARPT ALONG OUR APCH RTE THAT OFTEN HAD ACFT DEPART WITHOUT CONTACTING ANYONE. WE WERE 3 MI AND 1800 FT MSL BEFORE TWR CONFIRMED THE OTHER ACFT'S PRESENCE. NO OTHER ARPT IS DEPICTED ON ANY OF APPLETON'S APCH CHARTS, NOR ON THE ENRTE CHARTS. AFTER LNDG, ONE OF OUR PAX ASKED US IF WE HAD HAD TCASII, VISUAL, OR RADAR ON THE ACFT THAT FLEW UP UNDER OUR WING. THE PAX STATED THE ACFT WAS A CHEROKEE 6 AND HE COULD READ THE N-NUMBER, HOWEVER, HE DID NOT VOLUNTEER THE NUMBER TO US.
