Narrative:

Passenger was told that smoking was not allowed. Passenger went into aft lavatory and smoked anyway. When she came out she said it was 'no big deal,' she did it on her last flight. The only way to stop this is for security to actually meet the flts when they arrive. Too often the passenger just walks off the aircraft with no penalty because security and airport manager do not enforce the law. Callback conversation with reporter revealed the following information: the reporter stated that she doesn't know if the captain called for security to meet the flight, however, the purser gave the passenger passport to the ground agents upon arrival. She knows of no further consequences.
