Narrative:

This aircraft had placard for engine driven generator on it prior to departure and was planned that way, with resultant MEL fuel. Flight ground interrupted ZZZ and I agreed to use the 1200 pound MEL fuel for the fuel burned while taxiing as MEL had since been cleared. The flight then ground interrupted a second time and then just prior to departing I got a message alert the item was reissued using the original dispatcher initials from 2 or 3 days prior. I called technicians and asked them how the placard could be issued without my approval. They said that ZZZ had wanted the old placard (3 days prior) reissued and technician did so with the old dispatcher's initials. I advised them that we could not do things this way as it takes us out of the loop where there are operational considerations. Seems to me to be a trend on these kinds of incidents.

Title: A DISPATCHER RPT ON ZZZ MAINT REASSIGNMENT OF PLACARD FOR MEL ITEM ISSUED 3 DAYS PRIOR WITH OLD, ORIGINAL DISPATCHER'S INITIALS FOR AUTH.

Narrative: THIS ACFT HAD PLACARD FOR ENG DRIVEN GENERATOR ON IT PRIOR TO DEP AND WAS PLANNED THAT WAY, WITH RESULTANT MEL FUEL. FLT GND INTERRUPTED ZZZ AND I AGREED TO USE THE 1200 LB MEL FUEL FOR THE FUEL BURNED WHILE TAXIING AS MEL HAD SINCE BEEN CLRED. THE FLT THEN GND INTERRUPTED A SECOND TIME AND THEN JUST PRIOR TO DEPARTING I GOT A MESSAGE ALERT THE ITEM WAS REISSUED USING THE ORIGINAL DISPATCHER INITIALS FROM 2 OR 3 DAYS PRIOR. I CALLED TECHNICIANS AND ASKED THEM HOW THE PLACARD COULD BE ISSUED WITHOUT MY APPROVAL. THEY SAID THAT ZZZ HAD WANTED THE OLD PLACARD (3 DAYS PRIOR) REISSUED AND TECHNICIAN DID SO WITH THE OLD DISPATCHER'S INITIALS. I ADVISED THEM THAT WE COULD NOT DO THINGS THIS WAY AS IT TAKES US OUT OF THE LOOP WHERE THERE ARE OPERATIONAL CONSIDERATIONS. SEEMS TO ME TO BE A TREND ON THESE KINDS OF INCIDENTS.
