Narrative:
We were approaching the akron-canton area landing at cak. We were level at 9000 ft talking to cak approach. The controller cleared us present heading, descend and maintain 5000 ft. (After reviewing tape) controller said PNF read back 5000 ft. PNF selected 4000 ft in the altitude alerter. I descended the airplane to 4000 ft and the approach controller asked us 'what altitude are you descending to?' we told him we were level at 4000 ft. He then gave us a heading of 050 degrees (downwind leg) and asked if we had the airport in sight. We confirmed visual contact with the runway. He then cleared us for the visual approach to runway 23. After parking at the FBO the tower called us asking about the altitude deviation. After meeting with the tower supervisor, we explained that we thought we were cleared to 4000 ft. PNF speaks really soft on the radio and it is real hard to hear what is said through the side tone.

Narrative: WE WERE APCHING THE AKRON-CANTON AREA LNDG AT CAK. WE WERE LEVEL AT 9000 FT TALKING TO CAK APCH. THE CTLR CLRED US PRESENT HDG, DSND AND MAINTAIN 5000 FT. (AFTER REVIEWING TAPE) CTLR SAID PNF READ BACK 5000 FT. PNF SELECTED 4000 FT IN THE ALT ALERTER. I DSNDED THE AIRPLANE TO 4000 FT AND THE APCH CTLR ASKED US 'WHAT ALT ARE YOU DSNDING TO?' WE TOLD HIM WE WERE LEVEL AT 4000 FT. HE THEN GAVE US A HDG OF 050 DEGS (DOWNWIND LEG) AND ASKED IF WE HAD THE ARPT IN SIGHT. WE CONFIRMED VISUAL CONTACT WITH THE RWY. HE THEN CLRED US FOR THE VISUAL APCH TO RWY 23. AFTER PARKING AT THE FBO THE TWR CALLED US ASKING ABOUT THE ALTDEV. AFTER MEETING WITH THE TWR SUPVR, WE EXPLAINED THAT WE THOUGHT WE WERE CLRED TO 4000 FT. PNF SPEAKS REALLY SOFT ON THE RADIO AND IT IS REAL HARD TO HEAR WHAT IS SAID THROUGH THE SIDE TONE.
