Narrative:
On dec/xa/99 at around XA53, I took a radio call from aircraft xyz air carrier flight abc. The crew reported a problem with the air conditioning system. The pilot reported a tail temperature high light coming on engine operating annunciator panel. When he went to hp bleed off the light extinguished. I misunderstood him and thought that he had an air conditioning temperature high light on. I proceeded to place the item on mco and issued him a flight crew placard. I used MEL 21-00-02A which allowed him to operate pack with switch in the hp bleed off position. The aircraft flew XXX-vyv-ZZZ. In ZZZ there was a flight crew change. The new crew realized that the wrong MEL was used and contacted maintenance control center. In ZZZ the flight was canceled and mechanics were sent from vyv to repair the aircraft.

Title: AN MD88 WAS DISPATCHED IN NON COMPLIANCE WITH THE TAIL COMPARTMENT HIGH TEMP WARNING SYS INADVERTENTLY DEFERRED. A NO-GO ITEM.
Narrative: ON DEC/XA/99 AT AROUND XA53, I TOOK A RADIO CALL FROM ACFT XYZ ACR FLT ABC. THE CREW RPTED A PROB WITH THE AIR CONDITIONING SYS. THE PLT RPTED A TAIL TEMP HIGH LIGHT COMING ON ENG OPERATING ANNUNCIATOR PANEL. WHEN HE WENT TO HP BLEED OFF THE LIGHT EXTINGUISHED. I MISUNDERSTOOD HIM AND THOUGHT THAT HE HAD AN AIR CONDITIONING TEMP HIGH LIGHT ON. I PROCEEDED TO PLACE THE ITEM ON MCO AND ISSUED HIM A FLC PLACARD.
