Narrative:
On approach to runway 9L at fll at 4000 ft, 180 KTS, 180 degree heading, about 7 mi west of airport and north of centerline. Other aircraft was at 4000 ft south of centerline heading 000 degrees. He was cleared to turn right to 060 degrees and cleared for a visual approach to runway 9L. We were told to turn right to 210 degrees for a vector through final to follow traffic. Other aircraft did not turn or descend for his visual approach. When the controller realized what was happening, he told us to continue turning around to 270 degrees. At that time we received an RA on our TCASII commanding a descent. We immediately left 4000 ft while increasing bank to expedite the turn. The RA ended at about 3500 ft and we informed approach we were descending to 3000 ft. We were then cleared to 2000 ft, and all the way around to 110 degrees to intercept the localizer. We were cleared visual approach when we regained sight of runway. We never saw the other aircraft, but both saw the symbol on the ivsi -- first outside the 2 mi circle at our altitude. After we started our evasive maneuver, we saw the symbol at the 2 mi circle showing 100 ft vertical separation and I saw it inside the 2 mi circle showing 200 ft vertical separation. I talked with mia approach on the ground and was informed that the other aircraft was a learjet out of venezuela. He said he was going to talk with the other pilot and read him the riot act, but from his past experience a violation against him would probably be more or less ignored. The controller and his supervisor were in agreement with me that we had no other choice than to follow our TCASII RA, and we agreed that he was not going to initiate any paperwork.

Narrative: ON APCH TO RWY 9L AT FLL AT 4000 FT, 180 KTS, 180 DEG HDG, ABOUT 7 MI W OF ARPT AND N OF CTRLINE. OTHER ACFT WAS AT 4000 FT S OF CTRLINE HDG 000 DEGS. HE WAS CLRED TO TURN R TO 060 DEGS AND CLRED FOR A VISUAL APCH TO RWY 9L. WE WERE TOLD TO TURN R TO 210 DEGS FOR A VECTOR THROUGH FINAL TO FOLLOW TFC. OTHER ACFT DID NOT TURN OR DSND FOR HIS VISUAL APCH. WHEN THE CTLR REALIZED WHAT WAS HAPPENING, HE TOLD US TO CONTINUE TURNING AROUND TO 270 DEGS. AT THAT TIME WE RECEIVED AN RA ON OUR TCASII COMMANDING A DSCNT. WE IMMEDIATELY LEFT 4000 FT WHILE INCREASING BANK TO EXPEDITE THE TURN. I TALKED WITH MIA APCH ON THE GND AND WAS INFORMED THAT THE OTHER ACFT WAS A LEARJET OUT OF VENEZUELA. HE SAID HE WAS GOING TO TALK WITH THE OTHER PLT AND READ HIM THE RIOT ACT, BUT FROM HIS PAST EXPERIENCE A VIOLATION AGAINST HIM WOULD PROBABLY BE MORE OR LESS IGNORED. THE CTLR AND HIS SUPVR WERE IN AGREEMENT WITH ME THAT WE HAD NO OTHER CHOICE THAN TO FOLLOW OUR TCASII RA, AND WE AGREED THAT HE WAS NOT GOING TO INITIATE ANY PAPERWORK.
