Narrative:
On arrival at ZZZ, aircraft xyz arrived with a l-hand ILS problem. Being well aware that I am not lower minimum performance qualified, I replaced the ILS and requested MEL 22-89. I then had a problem with the standby horizon ILS indication, which I replaced. The standby indicator no help. I then requested MEL 34-19B for ILS indication on standby indicator. Over the phone I was given the authority/authorized number. I asked for the lower minimum performance number/downgrade, but was told there was none. I asked again and was told there was none. When I made it back to the office, I called technical services to clarify. Apparently, technical services thought I was talking about the ILS indicator on the standby horizon thinking I already had the lower minimum performance downgrade MEL 22-89. I had downgraded the aircraft and put the lower minimum performance indicator to its correct position but had not made either the aircraft log entry or placard installation and advised technical services for correction at next station.

Title: A B767 WAS DISPATCHED IN NON COMPLIANCE WITH THE L ILS-VOR RECEIVER REPLACED BUT NOT TESTED AND THE STANDBY HORIZON ILS FUNCTION INOP AND THE ACFT NOT PLACARDED AND NO LOGBOOK ENTRY MADE.
Narrative: ON ARR AT ZZZ, ACFT XYZ ARRIVED WITH A L-HAND ILS PROB. BEING WELL AWARE THAT I AM NOT LOWER MINIMUM PERFORMANCE QUALIFIED, I REPLACED THE ILS AND REQUESTED MEL 22-89. I THEN HAD A PROB WITH THE STANDBY HORIZON ILS INDICATION, WHICH I REPLACED. THE STANDBY INDICATOR NO HELP. I THEN REQUESTED MEL 34-19B FOR ILS INDICATION ON STANDBY INDICATOR. OVER THE PHONE I WAS GIVEN THE AUTH NUMBER. I ASKED FOR THE LOWER MINIMUM PERFORMANCE NUMBER/DOWNGRADE, BUT WAS TOLD THERE WAS NONE. I ASKED AGAIN AND WAS TOLD THERE WAS NONE. WHEN I MADE IT BACK TO THE OFFICE, I CALLED TECHNICAL SVCS TO CLARIFY. APPARENTLY, TECHNICAL SVCS THOUGHT I WAS TALKING ABOUT THE ILS INDICATOR ON THE STANDBY HORIZON THINKING I ALREADY HAD THE LOWER MINIMUM PERFORMANCE DOWNGRADE MEL 22-89. I HAD DOWNGRADED THE ACFT AND PUT THE LOWER MINIMUM PERFORMANCE INDICATOR TO ITS CORRECT POS BUT HAD NOT MADE EITHER THE ACFT LOG ENTRY OR PLACARD INSTALLATION AND ADVISED TECHNICAL SVCS FOR CORRECTION AT NEXT STATION.
