Narrative:
Our ATR72 rolled forward and hit a gpu. My first officer and I had been in the cockpit for 40 mins doing our normal duties for our first flight of the day. Engine N2 was started in hotel mode (propeller not turning). Suddenly the airplane started to move forward. I immediately applied the brakes and recycled the parking/emergency brake. The airplane did not stop. We hit a gpu nearby. We had not told the ramp personnel to unchock us. Furthermore, a tow bar was hooked up to the nosewheel. It is SOP to keep aircraft chocked until tug is in place. Another contributing factor: failure of the brake accumulator to provide adequate pressure. Finally, constructions going on on our ramp forced company to change parking spots/procedure many times in the past few weeks.

Title: AN ATR72 ENG IS STARTED WITHOUT PROP MOVEMENT (IN 'HOTEL' MODE). THE ACFT MOVES FORWARD AND HITS A GPU. PIC IS UNABLE TO STOP ACFT ON THE RAMP AT EWR, NJ.

ANOTHER CONTRIBUTING FACTOR: FAILURE OF THE BRAKE ACCUMULATOR TO PROVIDE ADEQUATE PRESSURE. FINALLY, CONSTRUCTIONS GOING ON ON OUR RAMP FORCED COMPANY TO CHANGE PARKING SPOTS/PROC MANY TIMES IN THE PAST FEW WKS.
