Narrative:

Cvg tower radio frequency 118.3 will often get a 'bleed through' transmission which sounds like cvg ground control. This causes miscom and missed instructions. With the crossing runways in cvg of runways 9/27 and runways 18R/36L there is a potential for an incursion at the runway intersection. Callback conversation with reporter revealed the following information: the reporter stated that the voices on the two frequencys were different, that it was not a combined local and ground control operation. The feed-through was as strong as the regular volume, just not as clear. First officer had advised the pilots union, his chief pilot and the facility supervisor. The supervisor was aware of the problem. The chief pilot said that once a year he goes to the facility and complains of this situation.

Title: A B757 FO'S RPT ON FREQ BLEED THROUGH FROM GND CTL INTO LCL CTL AFFECTING COMS AND CLRNCS AT CVG, OH.

Narrative: CVG TWR RADIO FREQ 118.3 WILL OFTEN GET A 'BLEED THROUGH' XMISSION WHICH SOUNDS LIKE CVG GND CTL. THIS CAUSES MISCOM AND MISSED INSTRUCTIONS. WITH THE CROSSING RWYS IN CVG OF RWYS 9/27 AND RWYS 18R/36L THERE IS A POTENTIAL FOR AN INCURSION AT THE RWY INTERSECTION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT THE VOICES ON THE TWO FREQS WERE DIFFERENT, THAT IT WAS NOT A COMBINED LCL AND GND CTL OP. THE FEED-THROUGH WAS AS STRONG AS THE REGULAR VOLUME, JUST NOT AS CLR. FO HAD ADVISED THE PLTS UNION, HIS CHIEF PLT AND THE FAC SUPVR. THE SUPVR WAS AWARE OF THE PROB. THE CHIEF PLT SAID THAT ONCE A YEAR HE GOES TO THE FACILITY AND COMPLAINS OF THIS SIT.
