Narrative:
Flap-south did not operate properly, entered maintenance write-up. Deferral instructions specified that flap circuit breaker be pulled and banded. There were no circuit breaker collars or ny-locks available, so I used a piece of tape around circuit breaker. Had maintenance put proper collar on circuit breaker at next stop (pit). The aircraft need to be stocked with equipment required for crew deferral actions.

Title: A BE1900D AT A NON MAINT STATION CREW RPTS LACK OF CIRCUIT BREAKER LOCKOUTS OR COLLARS TO MEET MEL SPECIAL PROCS FOR CREW DEFERRED ITEMS.
Narrative: FLAP-S DID NOT OPERATE PROPERLY, ENTERED MAINT WRITE-UP. DEFERRAL INSTRUCTIONS SPECIFIED THAT FLAP CIRCUIT BREAKER BE PULLED AND BANDED. THERE WERE NO CIRCUIT BREAKER COLLARS OR NY-LOCKS AVAILABLE, SO I USED A PIECE OF TAPE AROUND CIRCUIT BREAKER. HAD MAINT PUT PROPER COLLAR ON CIRCUIT BREAKER AT NEXT STOP (PIT). THE ACFT NEED TO BE STOCKED WITH EQUIP REQUIRED FOR CREW DEFERRAL ACTIONS.
