Narrative:

Air carrier departed mia on the correct beacon code within the correct time parameters, but did not automatic-acquire. I forced the aircraft identify (3 number tracking number) to the ARTS using my ARTS keyboard, and the ATC's working flight data forced the aircraft to the ARTS using the fdio. Neither attempt produced results. I displayed the aircraft and received the 'illegal track' error message. I ended up making a manual handoff to ZMA after manually starting a track. This is an ongoing problem that is distracting, disruptive and unsafe.

Title: ZMA CTLR REQUIRED TO EFFECT MANUAL TRACK START PROC ON DEPARTING ACR WHOSE FLT PROGRESS STRIP DATA MATCHED THE ACR'S XPONDER CODE.

Narrative: ACR DEPARTED MIA ON THE CORRECT BEACON CODE WITHIN THE CORRECT TIME PARAMETERS, BUT DID NOT AUTO-ACQUIRE. I FORCED THE ACFT IDENT (3 NUMBER TRACKING NUMBER) TO THE ARTS USING MY ARTS KEYBOARD, AND THE ATC'S WORKING FLT DATA FORCED THE ACFT TO THE ARTS USING THE FDIO. NEITHER ATTEMPT PRODUCED RESULTS. I DISPLAYED THE ACFT AND RECEIVED THE 'ILLEGAL TRACK' ERROR MESSAGE. I ENDED UP MAKING A MANUAL HDOF TO ZMA AFTER MANUALLY STARTING A TRACK. THIS IS AN ONGOING PROB THAT IS DISTRACTING, DISRUPTIVE AND UNSAFE.
