Narrative:
As of dec/xa/99, frg has 3 GPS approachs published. To this date, N90 TRACON, which has responsibility for IFR approachs into frg, has had no training or briefing of these approachs. The approachs are not depicted on our radar scopes, so we cannot monitor aircraft on the approach as we are required. I asked for a NOTAM to be issued to the effect that the approach cannot be issued by ATC, but N90 TRACON management did not feel it was necessary. This was an unacceptable response to the situation. Callback conversation with reporter revealed the following information: reporter stated it's been approximately 8 months since the GPS approachs were published. All of the fixes relating to the GPS approachs are now depicted, but the GPS approach courses for runway 1 and runway 19 are not installed. The reporter is not satisfied with the controller briefings on the GPS system and procedures. He said the briefing information was primarily taken from the aeronautical information manual, which he does not consider complete.

Narrative: AS OF DEC/XA/99, FRG HAS 3 GPS APCHS PUBLISHED. TO THIS DATE, N90 TRACON, WHICH HAS RESPONSIBILITY FOR IFR APCHS INTO FRG, HAS HAD NO TRAINING OR BRIEFING OF THESE APCHS. THE APCHS ARE NOT DEPICTED ON OUR RADAR SCOPES, SO WE CANNOT MONITOR ACFT ON THE APCH AS WE ARE REQUIRED. I ASKED FOR A NOTAM TO BE ISSUED TO THE EFFECT THAT THE APCH CANNOT BE ISSUED BY ATC, BUT N90 TRACON MGMNT DID NOT FEEL IT WAS NECESSARY. THIS WAS AN UNACCEPTABLE RESPONSE TO THE SIT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED IT'S BEEN APPROX 8 MONTHS SINCE THE GPS APCHS WERE PUBLISHED. ALL OF THE FIXES RELATING TO THE GPS APCHS ARE NOW DEPICTED, BUT THE GPS APCH COURSES FOR RWY 1 AND RWY 19 ARE NOT INSTALLED. THE RPTR IS NOT SATISFIED WITH THE CTLR BRIEFINGS ON THE GPS SYS AND PROCS. HE SAID THE BRIEFING INFO WAS PRIMARILY TAKEN FROM THE AERO INFO MANUAL, WHICH HE DOES NOT CONSIDER COMPLETE.
