Air Traffic Incident | Pilot Deviation |
Narrative:
International category pilots deadheaded to cover domestic trip. At departure airdrome, neither pilot (2 man crew) had charts for airport's concerned. Charts were copied from adjacent aircraft crew for the 2 legs, which the crew did not have charts. At departure on second leg, ATC cleared flight for border 4 departure from san, which the crew discovered was missing from their copied charts. Departure is called up in B767 FMS and briefed. On departure, the FMS shows a left turn to a 120 degree heading from a 275 degree heading departing 400 ft AGL. The actual departure plate (obtained later) delayed the turn for approximately another 4-5 mi. Departure control quickly corrected heading back to 275 degrees with no loss of separation on any other aircraft. Remainder of flight uneventful. Contributing factors occur when an international pilot is used to cover a domestic rotation involving airports not contained in international charts. At non pilot bases, it is difficult to obtain any type of charts. Suggested corrective actions: when international pilots are foreseen to cover domestic destinations, company chart policy should be to either 1) include these destination charts in international charts, or 2) provide pilots with a chart package covering all destinations/departures. Had this pilot had this departure chart, this noise abatement deviation would not have occurred.
Original NASA ASRS Text
Title: A B767 CREW DEPARTS SAN WITHOUT DEP CHART RESULTING IN NOISE ABATEMENT DEV CAUGHT BY ATC.
Narrative: INTL CATEGORY PLTS DEADHEADED TO COVER DOMESTIC TRIP. AT DEP AIRDROME, NEITHER PLT (2 MAN CREW) HAD CHARTS FOR ARPT'S CONCERNED. CHARTS WERE COPIED FROM ADJACENT ACFT CREW FOR THE 2 LEGS, WHICH THE CREW DID NOT HAVE CHARTS. AT DEP ON SECOND LEG, ATC CLRED FLT FOR BORDER 4 DEP FROM SAN, WHICH THE CREW DISCOVERED WAS MISSING FROM THEIR COPIED CHARTS. DEP IS CALLED UP IN B767 FMS AND BRIEFED. ON DEP, THE FMS SHOWS A L TURN TO A 120 DEG HDG FROM A 275 DEG HDG DEPARTING 400 FT AGL. THE ACTUAL DEP PLATE (OBTAINED LATER) DELAYED THE TURN FOR APPROX ANOTHER 4-5 MI. DEP CTL QUICKLY CORRECTED HDG BACK TO 275 DEGS WITH NO LOSS OF SEPARATION ON ANY OTHER ACFT. REMAINDER OF FLT UNEVENTFUL. CONTRIBUTING FACTORS OCCUR WHEN AN INTL PLT IS USED TO COVER A DOMESTIC ROTATION INVOLVING ARPTS NOT CONTAINED IN INTL CHARTS. AT NON PLT BASES, IT IS DIFFICULT TO OBTAIN ANY TYPE OF CHARTS. SUGGESTED CORRECTIVE ACTIONS: WHEN INTL PLTS ARE FORESEEN TO COVER DOMESTIC DESTS, COMPANY CHART POLICY SHOULD BE TO EITHER 1) INCLUDE THESE DEST CHARTS IN INTL CHARTS, OR 2) PROVIDE PLTS WITH A CHART PACKAGE COVERING ALL DESTS/DEPS. HAD THIS PLT HAD THIS DEP CHART, THIS NOISE ABATEMENT DEV WOULD NOT HAVE OCCURRED.
