Narrative:
IFR flight eyw to pdk. Tops projected to be 15000 ft. Climb to higher altitudes along route necessary to remain on top and clear of clouds where icing was a possibility (especially north florida). Spoke to flight watch en route (1 or 2 times). ATC (gnv) tried several times for tops report and said (finally) another aircraft clear at 17000 ft, and cleared me to FL180. I was with ZJX and being vectored east to avoid MOA which went active. Tops higher this direction, and I requested higher. Waiting, ATC was working another aircraft and I was in need to climb to stay clear of clouds where icing was a possibility. My aircraft not icing equipped. I began climb and when possible made ATC aware of the climb to avoid icing. At FL200, I completed the flight on top, over the area of south georgia and north florida where the majority of the WX was. In my mind, I avoided an emergency situation.

Title: A MOONEY PVT PLT CLBS ABOVE HIS ASSIGNED ALT WHEN ON AN IFR FLT PLAN. PLT ATTEMPTED VFR ON TOP TO REMAIN CLR OF ICING IN THE CLOUDS BELOW, N OF GNV, FL.
Narrative: IFR FLT EYW TO PDK. TOPS PROJECTED TO BE 15000 FT. CLB TO HIGHER ALTS ALONG RTE NECESSARY TO REMAIN ON TOP AND CLR OF CLOUDS WHERE ICING WAS A POSSIBILITY (ESPECIALLY N FLORIDA). SPOKE TO FLT WATCH ENRTE (1 OR 2 TIMES). ATC (GNV) TRIED SEVERAL TIMES FOR TOPS RPT AND SAID (FINALLY) ANOTHER ACFT CLR AT 17000 FT, AND CLRED ME TO FL180. I WAS WITH ZJX AND BEING VECTORED E TO AVOID MOA WHICH WENT ACTIVE. TOPS HIGHER THIS DIRECTION, AND I REQUESTED HIGHER. WAITING, ATC WAS WORKING ANOTHER ACFT AND I WAS IN NEED TO CLB TO STAY CLR OF CLOUDS WHERE ICING WAS A POSSIBILITY. MY ACFT NOT ICING EQUIPPED. I BEGAN CLB AND WHEN POSSIBLE MADE ATC AWARE OF THE CLB TO AVOID ICING. AT FL200, I COMPLETED THE FLT ON TOP, OVER THE AREA OF S GEORGIA AND N FLORIDA WHERE THE MAJORITY OF THE WX WAS. IN MY MIND, I AVOIDED AN EMER SIT.
