Narrative:
Departed owatonna, mn (owa), XA30 local, jan/xa/00, IFR, 6000 ft, omaha, northeast (eppley airfield -- oma), via ft dodge, ia (FOD), 1 soul on board. 1 hour 20 mins en route, 3 hours fuel (preflight computation), arrived northeast sector of omaha arsa XB45. After vectors to northwest sector of oma airfield (to accommodate commuter traffic arriving from southeast), I was cleared visual approach, #2, cleared to land. Experienced engine failure, declared emergency at nearest airport. Due to altitude and distance to suggested airport, opted to land on road. Landed on road, no damage to aircraft or property and no injury. Preflight fuel computation and gauge indication appeared to coincide. Fuel computation over ft dodge seemed normal to what fuel gauges indicated. Fuel burn from ft dodge to omaha seemed excessive according to fuel gauges. Unexpected headwinds (excess of 40 KTS) contrary to preflight WX brief. Corrective action: 1) re-evaluate fueling procedures, 2) re-evaluate fuel computation procedures, 3) troubleshoot possible fuel burn errors.

Narrative: DEPARTED OWATONNA, MN (OWA), XA30 LCL, JAN/XA/00, IFR, 6000 FT, OMAHA, NE (EPPLEY AIRFIELD -- OMA), VIA FT DODGE, IA (FOD), 1 SOUL ON BOARD. 1 HR 20 MINS ENRTE, 3 HRS FUEL (PREFLT COMPUTATION), ARRIVED NE SECTOR OF OMAHA ARSA XB45. AFTER VECTORS TO NW SECTOR OF OMA AIRFIELD (TO ACCOMMODATE COMMUTER TFC ARRIVING FROM SE), I WAS CLRED VISUAL APCH, #2, CLRED TO LAND. EXPERIENCED ENG FAILURE, DECLARED EMER AT NEAREST ARPT.
