Narrative:

During climb out of ZZZ, I (first officer) was PF. I called for 'climb power, after takeoff cruise checklist.' the captain attempted to set climb power. As he was setting the power, we were instructed to make a right turn for departure vectors. I started my right turn. In the maneuver, the right engine started to feather and shut down. At the same time the captain advised me he feathered the engine because the RPM was not responding as the throttle and condition levers were retarded. I trimmed the airplane out and we completed the shutdown checklist. We attempted to start the engine unsuccessfully. At this point we declared an emergency and followed standard operating procedure to return to ZZZ airport, us. We landed at ZZZ without any further problems or incidents. There is no checklist or company procedure for runaway RPM. Due to this fact, the captain used his best judgement and shut down the engine, without verifying or discussing the situation with myself. In his perception, he believed the situation required urgent attention, which did not allow for discussion. Callback conversation with reporter revealed the following information: reporter did not know what caused the problem. The crew was removed from schedule pending the investigation. It has been subsequently found that they acted properly. They have been restored to flight status with full pay. The company still has no book procedure for a runaway propeller.

Title: BA41 CREW HAD A RUNAWAY PROPELLER AFTER TKOF AT ZZZ.

Narrative: DURING CLB OUT OF ZZZ, I (FO) WAS PF. I CALLED FOR 'CLB PWR, AFTER TKOF CRUISE CHECKLIST.' THE CAPT ATTEMPTED TO SET CLB PWR. AS HE WAS SETTING THE PWR, WE WERE INSTRUCTED TO MAKE A R TURN FOR DEP VECTORS. I STARTED MY R TURN. IN THE MANEUVER, THE R ENG STARTED TO FEATHER AND SHUT DOWN. AT THE SAME TIME THE CAPT ADVISED ME HE FEATHERED THE ENG BECAUSE THE RPM WAS NOT RESPONDING AS THE THROTTLE AND CONDITION LEVERS WERE RETARDED. I TRIMMED THE AIRPLANE OUT AND WE COMPLETED THE SHUTDOWN CHECKLIST. WE ATTEMPTED TO START THE ENG UNSUCCESSFULLY. AT THIS POINT WE DECLARED AN EMER AND FOLLOWED STANDARD OPERATING PROC TO RETURN TO ZZZ ARPT, US. WE LANDED AT ZZZ WITHOUT ANY FURTHER PROBS OR INCIDENTS. THERE IS NO CHECKLIST OR COMPANY PROC FOR RUNAWAY RPM. DUE TO THIS FACT, THE CAPT USED HIS BEST JUDGEMENT AND SHUT DOWN THE ENG, WITHOUT VERIFYING OR DISCUSSING THE SIT WITH MYSELF. IN HIS PERCEPTION, HE BELIEVED THE SIT REQUIRED URGENT ATTENTION, WHICH DID NOT ALLOW FOR DISCUSSION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR DID NOT KNOW WHAT CAUSED THE PROB. THE CREW WAS REMOVED FROM SCHEDULE PENDING THE INVESTIGATION. IT HAS BEEN SUBSEQUENTLY FOUND THAT THEY ACTED PROPERLY. THEY HAVE BEEN RESTORED TO FLT STATUS WITH FULL PAY. THE COMPANY STILL HAS NO BOOK PROC FOR A RUNAWAY PROPELLER.
