Narrative:

After breaking out at dawn at 500 ft MSL, approach lights and taxiway lights were on. However, runway lights were not on. I could see all paved surfaces and landed. After landing, I notified the tower as to were they aware the runway lights were not on. The tower advised that they did not know. This follows another low WX situation 1 month prior when the approach lights had not been turned on at the same airport, orf.

Title: PLT OF A C402 COMMUTER LANDED WITHOUT RWY LIGHTS ON AFTER BREAKING OUT OF LOW CEILING AT DAWN.

Narrative: AFTER BREAKING OUT AT DAWN AT 500 FT MSL, APCH LIGHTS AND TXWY LIGHTS WERE ON. HOWEVER, RWY LIGHTS WERE NOT ON. I COULD SEE ALL PAVED SURFACES AND LANDED. AFTER LNDG, I NOTIFIED THE TWR AS TO WERE THEY AWARE THE RWY LIGHTS WERE NOT ON. THE TWR ADVISED THAT THEY DID NOT KNOW. THIS FOLLOWS ANOTHER LOW WX SIT 1 MONTH PRIOR WHEN THE APCH LIGHTS HAD NOT BEEN TURNED ON AT THE SAME ARPT, ORF.
