Narrative:
While on the arrival to sna, ZLA gave us bands at 15000 ft, descend and maintain 14000 ft. We crossed bands at 14000 ft, assuming ZLA was just giving us relief on the normal arrival altitude. TCASII showed no targets. The aircraft was level at 14000 ft at bands, and center mentioned that we were to 14000 ft early, but that it was all right. There was no further discussion about the 15000/14000 ft issue. Apparently, ZLA was modifying the arrival, but they did not make it clear that it was for traffic. Hence we adhered to the altitude that was on the arrival.

Title: FLC DID NOT COMPLY WITH THE XING RESTR, BUT INSTEAD THEY DSNDED EARLY.
Narrative: WHILE ON THE ARR TO SNA, ZLA GAVE US BANDS AT 15000 FT, DSND AND MAINTAIN 14000 FT. WE CROSSED BANDS AT 14000 FT, ASSUMING ZLA WAS JUST GIVING US RELIEF ON THE NORMAL ARR ALT. TCASII SHOWED NO TARGETS. THE ACFT WAS LEVEL AT 14000 FT AT BANDS, AND CTR MENTIONED THAT WE WERE TO 14000 FT EARLY, BUT THAT IT WAS ALL RIGHT. THERE WAS NO FURTHER DISCUSSION ABOUT THE 15000/14000 FT ISSUE. APPARENTLY, ZLA WAS MODIFYING THE ARR, BUT THEY DID NOT MAKE IT CLR THAT IT WAS FOR TFC. HENCE WE ADHERED TO THE ALT THAT WAS ON THE ARR.
