Narrative:
Advised by austin approach that destination airport 5r3 was closed. I orbited 5r3 and asked by radio if I could land. Received a transmission on 122.9 (CTAF) that it was ok to land and observed vehicles and personnel move off runway. After landing, was advised that permission to land had not been from airport manager but from other unauthorized person on field. Workers were aware that I was landing before touchdown. There was no risk to either personnel or equipment. Suggest that a person with authority/authorized over airport operations monitor CTAF continuously when airport is closed due to men or machinery on the runway.

Title: PLT OF A PIPER PA32 CHEROKEE 6 LANCE LANDED ON A CLOSED ARPT AFTER RECEIVING PERMISSION VIA CTAF UNICOM FREQ.
Narrative: ADVISED BY AUSTIN APCH THAT DEST ARPT 5R3 WAS CLOSED. I ORBITED 5R3 AND ASKED BY RADIO IF I COULD LAND. RECEIVED A XMISSION ON 122.9 (CTAF) THAT IT WAS OK TO LAND AND OBSERVED VEHICLES AND PERSONNEL MOVE OFF RWY. AFTER LNDG, WAS ADVISED THAT PERMISSION TO LAND HAD NOT BEEN FROM ARPT MGR BUT FROM OTHER UNAUTH PERSON ON FIELD. WORKERS WERE AWARE THAT I WAS LNDG BEFORE TOUCHDOWN. THERE WAS NO RISK TO EITHER PERSONNEL OR EQUIP. SUGGEST THAT A PERSON WITH AUTH OVER ARPT OPS MONITOR CTAF CONTINUOUSLY WHEN ARPT IS CLOSED DUE TO MEN OR MACHINERY ON THE RWY.
