Narrative:
After some consideration, I believe my name was used on an illegal part 91 ferry flight. The aircraft (a B1900D) was ferried from ZZZ to XXX on feb/wed/00. A ferry permit is required for such flts which can only be issued by the company maintenance control person on duty. The permit has both pilots listed, the person that issued the permit, and a dispatcher. Though I dispatch our company aircraft under part 121 operations, we only give maintenance control a flight number to put on the permit. There was no flight release issued for this ferry flight. The aircraft was ferried for a left propeller autofeather that would not arm, which is not deferrable for part 121 operations. I believe pressure from upper management may have pressured the issue of the permit along with the pilots to fly the aircraft.

Title: A BEECH 1900D WAS MAINT FERRIED IN NON COMPLIANCE WITH THE FERRY PERMIT DISPATCHER APPROVAL FALSIFIED.
Narrative: AFTER SOME CONSIDERATION, I BELIEVE MY NAME WAS USED ON AN ILLEGAL PART 91 FERRY FLT. THE ACFT (A B1900D) WAS FERRIED FROM ZZZ TO XXX ON FEB/WED/00. A FERRY PERMIT IS REQUIRED FOR SUCH FLTS WHICH CAN ONLY BE ISSUED BY THE COMPANY MAINT CTL PERSON ON DUTY. THE PERMIT HAS BOTH PLTS LISTED, THE PERSON THAT ISSUED THE PERMIT, AND A DISPATCHER. THOUGH I DISPATCH OUR COMPANY ACFT UNDER PART 121 OPS, WE ONLY GIVE MAINT CTL A FLT NUMBER TO PUT ON THE PERMIT. THERE WAS NO FLT RELEASE ISSUED FOR THIS FERRY FLT. THE ACFT WAS FERRIED FOR A L PROP AUTOFEATHER THAT WOULD NOT ARM, WHICH IS NOT DEFERRABLE FOR PART 121 OPS. I BELIEVE PRESSURE FROM UPPER MGMNT MAY HAVE PRESSURED THE ISSUE OF THE PERMIT ALONG WITH THE PLTS TO FLY THE ACFT.
