Narrative:
Inbound to ZZZ, #3 xfeed valve was stuck, in the open position. Maintenance in ZZZ 'inspected and rescheduled per MEL 28-7.' after departure from ZZZ, a fuel imbalance between tanks #1 and #3 was noted. We referenced aircraft and company operations manual and MEL/cdl for correction. It was determined that tank #3 would not allow fuel xfer from tanks #1 or #2. Dispatch and maintenance control was notified. Approval to divert to mem was granted. Upon arrival at mem, maintenance found #3 xfeed valve to be safetied in the close position. The valve was resafetied to the open position per MEL 28-7.

Title: A B727-200 IN CRUISE AT FL310 DIVERTED DUE TO UNABLE TO XFEED FUEL FROM #3 TANK DUE TO XFEED VALVE INADVERTENTLY WIRED CLOSED.
Narrative: INBOUND TO ZZZ, #3 XFEED VALVE WAS STUCK, IN THE OPEN POS. MAINT IN ZZZ 'INSPECTED AND RESCHEDULED PER MEL 28-7.' AFTER DEP FROM ZZZ, A FUEL IMBALANCE BTWN TANKS #1 AND #3 WAS NOTED. WE REFED ACFT AND COMPANY OPS MANUAL AND MEL/CDL FOR CORRECTION. IT WAS DETERMINED THAT TANK #3 WOULD NOT ALLOW FUEL XFER FROM TANKS #1 OR #2. DISPATCH AND MAINT CTL WAS NOTIFIED.
