Narrative:
Doing downwind lndgs at yip on runway 27L with another aircraft in pattern on runway 27L. Other aircraft advised land only. (At this point he was just departing runway 27 left traffic.) I was in the downwind-to-base. Controller cleared another aircraft to 'taxi into position and hold' on runway 23L. The clearance for me seemed strange due to my location. I had been previously cleared for a touch-and-go. Controller (tower) released aircraft on runway 23L as I was touching down. After liftoff, I noticed the runway 23L aircraft and I were on a converging course. I executed an early left turnout to avoid the conflict. Controller asked for position of the other aircraft, which reported downwind. I replied that I was on low crosswind. Controller was busy with a B747 which had just landed and couldn't find anyone to tell him where to park. I believe the controller was confused about our relative position when he gave a land only clearance to me. I should have questioned the controller about this, and given a closer look at the aircraft departing runway 23L before liftoff or touch-and-go.
Original NASA ASRS Text
Title: A PA28-181 LOW TIME PLT IN THE PATTERN AT YIP ON RWY 27L WAS BEING CTLED BY THE TWR WHO ALSO HAD ANOTHER ACFT IN THE PATTERN FOR RWY 27L. AT ABOUT THE SAME TIME, A THIRD ACFT WAS TAXIED INTO POS AND HOLD ON RWY 23L. AS THE RPTR ROTATED AFTER A TOUCH-AND-GO ON RWY 27L, THE NEWLY RELEASED ACFT ON RWY 23L APPEARED AND BOTH HAD TO TAKE EVASIVE ACTION AS THEIR RWYS CONVERGED.
Narrative: DOING DOWNWIND LNDGS AT YIP ON RWY 27L WITH ANOTHER ACFT IN PATTERN ON RWY 27L. OTHER ACFT ADVISED LAND ONLY. (AT THIS POINT HE WAS JUST DEPARTING RWY 27 L TFC.) I WAS IN THE DOWNWIND-TO-BASE. CTLR CLRED ANOTHER ACFT TO 'TAXI INTO POS AND HOLD' ON RWY 23L. THE CLRNC FOR ME SEEMED STRANGE DUE TO MY LOCATION. I HAD BEEN PREVIOUSLY CLRED FOR A TOUCH-AND-GO. CTLR (TWR) RELEASED ACFT ON RWY 23L AS I WAS TOUCHING DOWN. AFTER LIFTOFF, I NOTICED THE RWY 23L ACFT AND I WERE ON A CONVERGING COURSE. I EXECUTED AN EARLY L TURNOUT TO AVOID THE CONFLICT. CTLR ASKED FOR POS OF THE OTHER ACFT, WHICH RPTED DOWNWIND. I REPLIED THAT I WAS ON LOW XWIND. CTLR WAS BUSY WITH A B747 WHICH HAD JUST LANDED AND COULDN'T FIND ANYONE TO TELL HIM WHERE TO PARK. I BELIEVE THE CTLR WAS CONFUSED ABOUT OUR RELATIVE POS WHEN HE GAVE A LAND ONLY CLRNC TO ME. I SHOULD HAVE QUESTIONED THE CTLR ABOUT THIS, AND GIVEN A CLOSER LOOK AT THE ACFT DEPARTING RWY 23L BEFORE LIFTOFF OR TOUCH-AND-GO.
