Narrative:
Only 1 person in tower at ind with WX conditions 100 overcast, 1/2 mi visibility. Dual runway arrs. Unsafe just to have 1 person handling all tower operations under very low IFR conditions. Controller did not use ground frequency, was asking plane to report clear of runway and on ramp because he could not see them. Controller did not give clearance for aircraft to taxi. Overall an unsafe situation for everyone involved.

Title: FO CONCERNED WITH PERCEIVED IND STAFFING DURING A NIGHT SHIFT WITH POOR ARPT WX CONDITIONS.
Narrative: ONLY 1 PERSON IN TWR AT IND WITH WX CONDITIONS 100 OVCST, 1/2 MI VISIBILITY. DUAL RWY ARRS. UNSAFE JUST TO HAVE 1 PERSON HANDLING ALL TWR OPS UNDER VERY LOW IFR CONDITIONS. CTLR DID NOT USE GND FREQ, WAS ASKING PLANE TO RPT CLR OF RWY AND ON RAMP BECAUSE HE COULD NOT SEE THEM. CTLR DID NOT GIVE CLRNC FOR ACFT TO TAXI. OVERALL AN UNSAFE SIT FOR EVERYONE INVOLVED.
