Narrative:

I was working local. Aircraft X, an L1011 was on 3 mi final for runway 4R. Aircraft Y, B727 was cleared for takeoff, runway 4L. Aircraft Y did not roll right away. Aircraft X on a 1/2 mi final, missed approach and was turned, 090 degree heading 1500 ft. Aircraft Y at 1.5 DME turned right 100 degrees and stopped climb at 1500 ft. Aircraft X was then turned 130 degrees. Aircraft Y, on his own turned left. Aircraft X was then turned 180 degrees and climbed to 2000 ft. Aircraft Y was turned right 020 degrees and climbed to 7000 ft.
