Final approach to jfk, in transit light failed to extinguish/no landing gear down indication. Declared missed approach. Followed aom volume 1 checklist. Declared emergency. Landing gear indicated down/in-transit light off. Verified main gear down from cockpit. Flight attendant verified main gear down from cabin. Performed low approach, tower visually verified gear down. Performed emergency checklists. Landed uneventfully. Nosewheel steering inoperative. Notified operations and maintenance. They installed gear pins. Aircraft towed to parking. No accident, incident, injuries. Notified maintenance and maintenance found that landing gear handle box assembly malfunctioned and needed to be replaced.

LNDG GEAR INDICATED DOWN/IN-TRANSIT LIGHT OFF. VERIFIED MAIN GEAR DOWN FROM COCKPIT. FLT ATTENDANT VERIFIED MAIN GEAR DOWN FROM CABIN. PERFORMED LOW APCH, TWR VISUALLY VERIFIED GEAR DOWN. PERFORMED EMER CHKLISTS. LANDED UNEVENTFULLY. NOSEWHEEL STEERING INOP. NOTIFIED OPS AND MAINT. THEY INSTALLED GEAR PINS. ACFT TOWED TO PARKING. NO ACCIDENT, INCIDENT, INJURIES.
