Narrative:
Aircraft X was given traffic (aircraft Y) and reported aircraft Y in sight. Aircraft X was at 17000 ft and aircraft Y at 16000 ft. Aircraft were close to right angles. Visual descent was given to aircraft X to 13000 ft. At 16300 ft, aircraft X advised he had an RA and was climbing, into traffic, aircraft Z that had been descended to FL180 also inbound to dtw.
