Narrative:

MD80 cleared to 11000 ft. King air descending to 10000 ft after paradrop at 14500 ft. King air reported at 10000 ft but MD80 had RA causing climb. Problem appears to be that TCASII cannot track extremely fast descending aircraft. Airliner crew upset that they had to deal with RA. Problem compounded by airliner crew not looking out the window, identing traffic, and thus not having to comply with RA. IFR in VFR conditions means VFR -- look out the window.
