Narrative:
After landing and exiting the runway, control tower (on control tower frequency) cleared us to the parking gate. No direction from tower was given to remain on tower frequency or switch to ground control. I switched to ground control after leaving the runway and made 2 attempts to contact ground control. I never received an answer. I switched back to tower frequency to attempt contact and the tower at this time was very busy with air traffic. Now the question of possibly missing a ground control call or staying on tower frequency arose. At this time we were parking at the gate. Cancun tower sent a representative to our aircraft to inform us that the tower tried to call us on tower frequency and we did not respond. He said that cancun does not use ground control frequency after XA00Z. A review of both class I and the international NOTAMS for cancun, mexico, shows nothing in reference to this. No information about non use of ground control after XA00Z was found on the commercial approach charts as well. Factors are a failure to communicate. Corrective action is and will be to add this information on the commercial charts, 10-10 information page, 10-11 information page, and place this information in the NOTAMS and flight departure papers.
Original NASA ASRS Text
Title: ACR LANDS AT MMUN, FO, AND LEAVES TWR FREQ WITHOUT DIRECTION ONLY TO FIND NO ONE ON GND CTL. GND CTL IS CHARTED AS PART TIME.
Narrative: AFTER LNDG AND EXITING THE RWY, CTL TWR (ON CTL TWR FREQ) CLRED US TO THE PARKING GATE. NO DIRECTION FROM TWR WAS GIVEN TO REMAIN ON TWR FREQ OR SWITCH TO GND CTL. I SWITCHED TO GND CTL AFTER LEAVING THE RWY AND MADE 2 ATTEMPTS TO CONTACT GND CTL. I NEVER RECEIVED AN ANSWER. I SWITCHED BACK TO TWR FREQ TO ATTEMPT CONTACT AND THE TWR AT THIS TIME WAS VERY BUSY WITH AIR TFC. NOW THE QUESTION OF POSSIBLY MISSING A GND CTL CALL OR STAYING ON TWR FREQ AROSE. AT THIS TIME WE WERE PARKING AT THE GATE. CANCUN TWR SENT A REPRESENTATIVE TO OUR ACFT TO INFORM US THAT THE TWR TRIED TO CALL US ON TWR FREQ AND WE DID NOT RESPOND. HE SAID THAT CANCUN DOES NOT USE GND CTL FREQ AFTER XA00Z. A REVIEW OF BOTH CLASS I AND THE INTL NOTAMS FOR CANCUN, MEXICO, SHOWS NOTHING IN REF TO THIS. NO INFO ABOUT NON USE OF GND CTL AFTER XA00Z WAS FOUND ON THE COMMERCIAL APCH CHARTS AS WELL. FACTORS ARE A FAILURE TO COMMUNICATE. CORRECTIVE ACTION IS AND WILL BE TO ADD THIS INFO ON THE COMMERCIAL CHARTS, 10-10 INFO PAGE, 10-11 INFO PAGE, AND PLACE THIS INFO IN THE NOTAMS AND FLT DEP PAPERS.
