Narrative:
No valid approach plates for pvr. During descent into pvr, approach cleared us for a VOR DME 3 approach to runway 22. We advised approach that we did not have charts for that approach. Approach advised us that the arrs and approachs we had were canceled. As we were in VFR conditions, we accepted radar vectors for a visual approach. After landing, I talked to dispatch who said that the controllers should not be issuing the new approachs because commercial chart company had not sent the revision. Pvr controllers stated that they have been using the new approachs since feb/xa/00. Dispatch advised me that there was an information message in the flight paperwork that would alert us to this problem in pvr. There was no such message but a message for gdl that advised of new approach plates. Since there was no information in the paperwork, I am curious to what other crews have been doing for the last 5 days that pvr has not been using our approach plates. Supplemental information from acn 464746: both of us rechked the flight paperwork and there was no mention of new procedures into pvr. We called the tower and they said they had been using this plate since feb/xa/00. Captain called dispatch and dispatcher said he was aware of it and that he thought it was included in the flight paperwork which the captain informed him it was not. The dispatcher told the captain that this approach was not in effect yet. On departure, they tried to issue us a SID that is not published yet either. Somebody is going to get hurt or fined if this is not cleared up. A lot of airlines are flying in there. Do they have the plates already?

Title: MD80 CREW WAS ASSIGNED AN APCH THAT HAD NO APCH PLATES.
Narrative: NO VALID APCH PLATES FOR PVR. DURING DSCNT INTO PVR, APCH CLRED US FOR A VOR DME 3 APCH TO RWY 22. WE ADVISED APCH THAT WE DID NOT HAVE CHARTS FOR THAT APCH. CAPT CALLED DISPATCH AND DISPATCHER SAID HE WAS AWARE OF IT AND THAT HE THOUGHT IT WAS INCLUDED IN THE FLT PAPERWORK WHICH THE CAPT INFORMED HIM IT WAS NOT. THE DISPATCHER TOLD THE CAPT THAT THIS APCH WAS NOT IN EFFECT YET. ON DEP, THEY TRIED TO ISSUE US A SID THAT IS NOT PUBLISHED YET EITHER. SOMEBODY IS GOING TO GET HURT OR FINED IF THIS IS NOT CLRED UP. A LOT OF AIRLINES ARE FLYING IN THERE. DO THEY HAVE THE PLATES ALREADY?
