Narrative:
ATC reported gross navigation error en route to rbg. We showed no such error on our vors. All other aircraft in area reported a strong and reliable signal. Error was reported to be increasing. Test of other VOR signals could not confirm proper VOR reception. Deemed aircraft VOR system to be unreliable. Confirmed WX and sjc suitability with dispatch, as per part 1, declared an emergency, and proceeded direct to sjc under ATC vectors.

Narrative: ATC RPTED GROSS NAV ERROR ENRTE TO RBG. WE SHOWED NO SUCH ERROR ON OUR VORS. ALL OTHER ACFT IN AREA RPTED A STRONG AND RELIABLE SIGNAL. ERROR WAS RPTED TO BE INCREASING. TEST OF OTHER VOR SIGNALS COULD NOT CONFIRM PROPER VOR RECEPTION. DEEMED ACFT VOR SYS TO BE UNRELIABLE. CONFIRMED WX AND SJC SUITABILITY WITH DISPATCH, AS PER PART 1, DECLARED AN EMER, AND PROCEEDED DIRECT TO SJC UNDER ATC VECTORS.
