Narrative:
After completing a training seaplane flight and then return to home base (3fd9) at 800 ft. On straight in approach to the lake, cfii in right seat noticed government helicopter (huey) appeared to be flying formation/following us, approximately 200-300 ft lower and 400-500 ft to right rear. We immediately called sanford tower on 135.25 and reported the near miss/illegal formation flight, followed by phone call to sanford tower. We turned slightly left to avoid him, but continued our approach to landing.

WE IMMEDIATELY CALLED SANFORD TWR ON 135.25 AND RPTED THE NEAR MISS/ILLEGAL FORMATION FLT, FOLLOWED BY PHONE CALL TO SANFORD TWR. WE TURNED SLIGHTLY L TO AVOID HIM, BUT CONTINUED OUR APCH TO LNDG.
