Narrative:
Declared emergency for electrical malfunction. My departure runway 19R. Takeoff normal except autothrottle did not arm. Handed to socal, cleared 16000 ft. Passing 11000 ft, entered cloud and had massive electric malfunction with rapid switching of power that sounded like arcing behind captain's seat. Captain's flight instruments were losing and regaining power and failed after 3-5 seconds. I xferred control of aircraft to first officer. Indications were changing too rapidly to read. Instructed first officer to remain VFR. #1 VHF intermittent with power switching. Had first officer declared emergency and request immediate return sna in VFR conditions. Initially requested landing on runway 1L because feared possible electrical fire. Using flashlight, inspected panels behind my seat and determined no smoke or indication of fire. #1 flight attendant came forward and briefed emergency and had cabin prepared for landing. Decided too high to make safe landing on runway 1L and as no apparent fire, elected to make visual approach to runway 19R. Had continuous altitude and overspd warnings on descent, but first officer pitot static indications were normal. Extended gear at 260 KTS on downwind. Unsafe gear 'lights red' indication, but nose pin indicated safe. Closing dc bus tie gave green lights. Decided to suspend troubleshooting and get aircraft on ground in VFR conditions. Gave flight attendant 3-MIN and 1-MIN warnings. Extended slats/flaps on schedule. First officer flaps 40 degree landing, autospoilers did not deploy, so I extended manually. No indication of reverse. Normal braking stopped aircraft and exited taxiway east. Advised flight attendant and passenger on PA that emergency was over and fire trucks were following as a precaution. Returned to gate. WX was clear below 11000 ft, visibility 20 mi.
