Narrative:
Flight engineer preflight. After divert to iad, dca airport closed due to disabled aircraft. We parked on hard stand. After getting additional fuel and paperwork, we taxied. During taxi, I discovered the flight engineer had not done a walkaround, so we returned to the gate to allow the flight engineer to do the walkaround. Flight engineer claimed that he was unsure that a walkaround was required. Please forward to the training department of the necessity of preflight/walkaround before each leg. Supplemental information from acn 465522: after being diverted to iad from dca because of fouled runway, we refueled and let some passenger disembark and then prepared to fly back to dca. In the rush, I neglected to conduct a walkaround and the flight had to return to the gate so I could perform this important function. Following full responsibility for the delay and am aware of the possible safety implications.

Narrative: FE PREFLT. AFTER DIVERT TO IAD, DCA ARPT CLOSED DUE TO DISABLED ACFT. WE PARKED ON HARD STAND. AFTER GETTING ADDITIONAL FUEL AND PAPERWORK, WE TAXIED. DURING TAXI, I DISCOVERED THE FE HAD NOT DONE A WALKAROUND, SO WE RETURNED TO THE GATE TO ALLOW THE FE TO DO THE WALKAROUND. FE CLAIMED THAT HE WAS UNSURE THAT A WALKAROUND WAS REQUIRED. PLEASE FORWARD TO THE TRAINING DEPT OF THE NECESSITY OF PREFLT/WALKAROUND BEFORE EACH LEG. SUPPLEMENTAL INFO FROM ACN 465522: AFTER BEING DIVERTED TO IAD FROM DCA BECAUSE OF FOULED RWY, WE REFUELED AND LET SOME PAX DISEMBARK AND THEN PREPARED TO FLY BACK TO DCA.
