Narrative:

IOE with a new captain in left seat and line check airman in the right seat. Having just descended through light to moderate icing conditions while being vectored for an approach to ILS runway 33L cyyz, we began to configure the CL65 at 3000 ft MSL. We extended the gear and selected flaps 30 degrees. At that point flaps failed at 30 degrees with associated flaps fail message on the EICAS. We abandoned the approach, declared an emergency. ATC gave time and vectors in order to complete QRH checklists. ATC then vectored us for ILS runway 33R at cyyz. The approach and landing were uneventful. The CL65 has an airworthiness directive dealing specifically with the flaps fail or flap twist. I have had flaps fail without flap twist at least 4 times in 2500 hours of operation and 3 1/2 yrs flying this aircraft type. I am concerned about the safety of the current CL65 flap system.

Title: FLC OF A CANADAIR CL65 DECLARED AN EMER AND ABANDONED AN ILS APCH WHEN THE WING FLAP SYS FAILED AND DISPLAYED AN EICAS WARNING.

WE EXTENDED THE GEAR AND SELECTED FLAPS 30 DEGS. AT THAT POINT FLAPS FAILED AT 30 DEGS WITH ASSOCIATED FLAPS FAIL MESSAGE ON THE EICAS. WE ABANDONED THE APCH, DECLARED AN EMER. ATC GAVE TIME AND VECTORS IN ORDER TO COMPLETE QRH CHKLISTS. ATC THEN VECTORED US FOR ILS RWY 33R AT CYYZ. THE APCH AND LNDG WERE UNEVENTFUL. THE CL65 HAS AN AIRWORTHINESS DIRECTIVE DEALING SPECIFICALLY WITH THE FLAPS FAIL OR FLAP TWIST. I HAVE HAD FLAPS FAIL WITHOUT FLAP TWIST AT LEAST 4 TIMES IN 2500 HRS OF OP AND 3 1/2 YRS FLYING THIS ACFT TYPE. I AM CONCERNED ABOUT THE SAFETY OF THE CURRENT CL65 FLAP SYS.
