Narrative:
Aircraft X northwest off chs to ceu at 4000 ft. Aircraft Y overflt at 4000 ft southwest to sav. 15 mi northwest chs, conflict alert activated. Called traffic, turned aircraft Y to 180 degrees and descended aircraft X to 3000 ft. Aircraft Y reported traffic in sight. Both aircraft 4000 ft and 1 mi. I was working approximately 15 aircraft at this time, one of which pilot spoke broken english and was not responding to my calls. I diverted my attention to concentrate on getting an acknowledgement from foreign pilot when incident occurred.

Title: RADAR APCH CTLR AT CHS ALLOWED A DEPARTING ACFT CLBING TO 4000 FT TO CONFLICT WITH AN ENRTE ACFT AT 4000 FT.
Narrative: ACFT X NW OFF CHS TO CEU AT 4000 FT. ACFT Y OVERFLT AT 4000 FT SW TO SAV. 15 MI NW CHS, CONFLICT ALERT ACTIVATED. CALLED TFC, TURNED ACFT Y TO 180 DEGS AND DSNDED ACFT X TO 3000 FT. ACFT Y RPTED TFC IN SIGHT. BOTH ACFT 4000 FT AND 1 MI. I WAS WORKING APPROX 15 ACFT AT THIS TIME, ONE OF WHICH PLT SPOKE BROKEN ENGLISH AND WAS NOT RESPONDING TO MY CALLS.
