Narrative:
Flight was assigned to cross bands intersection psp 260 degree radial 21 DME at 14000 ft. Crossing psp to bands intersection, flight was IMC with engine and airfoil heat on and minimum EPR for deice/anti-ice. Controller assigned speed reduction of 270 KIAS and asked if flight could fly bands intersection to pomona VOR in vicinity of level 2 WX. Flight crossed bands intersection at 14800 ft in the process of slowing down, studying radar, and seating flight attendants for moderate chop.

Title: AN MD80S CAPT RPTED THAT HE CROSSED BANDS INTXN AT 14800 FT WHEN HE WAS RESTR TO 14000 FT.
Narrative: FLT WAS ASSIGNED TO CROSS BANDS INTXN PSP 260 DEG RADIAL 21 DME AT 14000 FT. XING PSP TO BANDS INTXN, FLT WAS IMC WITH ENG AND AIRFOIL HEAT ON AND MINIMUM EPR FOR DEICE/ANTI-ICE. CTLR ASSIGNED SPD REDUCTION OF 270 KIAS AND ASKED IF FLT COULD FLY BANDS INTXN TO POMONA VOR IN VICINITY OF LEVEL 2 WX. FLT CROSSED BANDS INTXN AT 14800 FT IN THE PROCESS OF SLOWING DOWN, STUDYING RADAR, AND SEATING FLT ATTENDANTS FOR MODERATE CHOP.
