Narrative:
Approach controller cleared us to 7500 ft MSL. TCASII showed traffic at approximately 7000 ft at 3 mi (range selected). I asked controller if he was in contact with aircraft. He advised he was. Received TA alert then the aircraft began to climb and our aircraft issued an RA. I advised controller and he said radar separation was enough. I advised I was climbing and he said not over 8000 ft. I climbed to 7800 ft, received clear of conflict and began descent back to 7500 ft. Approach controller seemed irritated, then cleared us to 7200 ft and for the ILS runway 29R approach into bjc.

Title: H25B PLT EXPRESSES CONCERN TO APPARENT NON RESPONSIVE D01 CTLR AS TFC WATCH ACFT CLBS IN POTENTIAL CONFLICT, REQUIRING THE H25B TO RESPOND TO TCASII RA ALERT.
Narrative: APCH CTLR CLRED US TO 7500 FT MSL. TCASII SHOWED TFC AT APPROX 7000 FT AT 3 MI (RANGE SELECTED). I ASKED CTLR IF HE WAS IN CONTACT WITH ACFT. HE ADVISED HE WAS. RECEIVED TA ALERT THEN THE ACFT BEGAN TO CLB AND OUR ACFT ISSUED AN RA. I ADVISED CTLR AND HE SAID RADAR SEPARATION WAS ENOUGH. I ADVISED I WAS CLBING AND HE SAID NOT OVER 8000 FT. I CLBED TO 7800 FT, RECEIVED CLR OF CONFLICT AND BEGAN DSCNT BACK TO 7500 FT. APCH CTLR SEEMED IRRITATED, THEN CLRED US TO 7200 FT AND FOR THE ILS RWY 29R APCH INTO BJC.
