Narrative:
We received an IFR clearance from pia departure with no void time. Upon our climb out from bloomington's airport, we called peoria departure. ATC said 'I thought you were going to call.' I said 'we had, so we were just checking in now!' evidently, peoria's ATC wanted me to check in with them before we departed, which is not SOP. Then I asked if we created a conflict. Pia departure replied 'no...you departed bmi VFR.' I believe, obtaining an IFR clearance in uncontrolled airspace with a void time, will prevent confusion.

Title: CONFUSION BTWN CTLR AND PLT AS TO WHETHER OR NOT CLRNC WAS GIVEN FOR TKOF FROM UNCTLED FIELD UNDER IFR. NO CLRNC VOID TIME ISSUED.
Narrative: WE RECEIVED AN IFR CLRNC FROM PIA DEP WITH NO VOID TIME. UPON OUR CLBOUT FROM BLOOMINGTON'S ARPT, WE CALLED PEORIA DEP. ATC SAID 'I THOUGHT YOU WERE GOING TO CALL.' I SAID 'WE HAD, SO WE WERE JUST CHKING IN NOW!' EVIDENTLY, PEORIA'S ATC WANTED ME TO CHK IN WITH THEM BEFORE WE DEPARTED, WHICH IS NOT SOP. THEN I ASKED IF WE CREATED A CONFLICT. PIA DEP REPLIED 'NO...YOU DEPARTED BMI VFR.' I BELIEVE, OBTAINING AN IFR CLRNC IN UNCTLED AIRSPACE WITH A VOID TIME, WILL PREVENT CONFUSION.
