Narrative:

Due to an extremely busy situation occurring in the sector at the time of the incident, an aircraft entered ZNY without a handoff. There was no automated handoff. The aircraft did not lose separation with any other aircraft. Supplemental information from acn 466424: while working the d-side position at D-59, I noticed the radar controller at R-58 was extremely busy. I then notified the supervisor that I was going to assume the D-58 position. As soon as I plugged in, ZNY called questioning who the aircraft was. I then made the necessary coordination on air carrier X at FL210.

Title: A BUSY ZDC CTLR ALLOWED TFC AT FL210 TO ENTER ZNY AIRSPACE WITHOUT COORD.

Narrative: DUE TO AN EXTREMELY BUSY SIT OCCURRING IN THE SECTOR AT THE TIME OF THE INCIDENT, AN ACFT ENTERED ZNY WITHOUT A HDOF. THERE WAS NO AUTOMATED HDOF. THE ACFT DID NOT LOSE SEPARATION WITH ANY OTHER ACFT. SUPPLEMENTAL INFO FROM ACN 466424: WHILE WORKING THE D-SIDE POS AT D-59, I NOTICED THE RADAR CTLR AT R-58 WAS EXTREMELY BUSY. I THEN NOTIFIED THE SUPVR THAT I WAS GOING TO ASSUME THE D-58 POS. AS SOON AS I PLUGGED IN, ZNY CALLED QUESTIONING WHO THE ACFT WAS. I THEN MADE THE NECESSARY COORD ON ACR X AT FL210.
