Narrative:
Upon reaching FL310 at XA55Z aircraft experienced a total system 'a' hydraulic failure. Accomplished system 'a' hydraulics failure checklist in accordance with aom voluntary emergency procedure page. Accomplished in hold while returning for emergency landing at mia included cranking gear down manually. When called for alternate flap extension on the aircraft checklist we experienced a split flap, outboard flap 15 degrees inboard flap 0 degrees. Accomplished split flap checklist in accordance with aom voluntary emergency procedures page and returned to mia. Declared an emergency. Had deadheading crew onboard. Used flight engineer and captain to assist in troubleshooting and accomplishing the proper checklist and informing all crew members of situation. Landing was normal. Towed to the ramp after exiting runway. Failure was due to separation of brake interconnect valve. This was caused by overtorquing of bolts at overhaul shop vendor repair station.
